我如何看中共：那個被稱為「新邪惡軸心」中堅力量的政權

這些年來，地緣政治格局的變化速度令人感到既震驚又不安。特別是自從俄羅斯全面入侵烏克蘭以來，一些過去潛藏的問題被推到了檯面上，一些新的觀察和判斷也隨之浮現。西方政界出現了一個新詞，一個讓我深感必須仔細審視的組合： CRINK。

In recent years, the rapid changes in the geopolitical landscape have been both shocking and unsettling. Particularly since Russia’s full-scale invasion of Ukraine, some long-simmering issues have come to light, and new observations and judgments have emerged. A new term has surfaced in Western political discourse, a combination that I believe warrants careful examination: CRINK.

這個詞是由在加拿大哈利法斯（ Halifax ）舉辦的「第15屆哈利法斯國際安全論壇」主席 Peter Van Praagh 提出來的。它把中國（ China ）、俄羅斯（ Russia ）、伊朗（ Iran ）、北韓（ North Korea ）這四個國家的英文名字首字母組合而成，用來形容一個挑戰國際自由民主社會的「邪惡國家組合」。儘管西方過去對這四個國家的「邪惡性」有所認識，但將它們連結起來，這還是第一次。

This term was introduced by Peter Van Praagh, the chairman of the “15th Halifax International Security Forum” held in Halifax, Canada. It combines the initials of the English names of four countries—China, Russia, Iran, and North Korea—to describe an “evil state coalition” that poses a challenge to the international liberal democratic order. While the West has long acknowledged the “evil nature” of these four nations, this is the first instance of them being connected in this way.

在我看來， CRINK 的共同點非常突出：首先，它們在意識形態上都 反美、反西方。其次，它們對內都實行 「一黨專政」式的獨裁政治制度。再者，它們對外都奉行 擴張性政策 ，並且都公開或暗中 支持俄羅斯侵略烏克蘭。例如，伊朗提供了大量無人機，北韓提供了彈藥甚至派兵參戰。而中共雖然聲稱沒有提供武器，卻持續不斷地向俄羅斯輸送 軍民兩用器材和裝備。最後，它們都是 國際恐怖主義的支持者 ，與公認的國際恐怖組織有密切往來。正是這四個共同點，讓它們站在一起，互相支持。促使 CRINK 這個組合最近成型的契機，無疑就是俄羅斯侵略烏克蘭，因為中共、伊朗、北韓都在背後支持了俄羅斯的侵略行徑。北約甚至在 75 周年會議聲明中，稱中國是俄羅斯得以侵略烏克蘭的 「決定性促成者」（ decisive enabler ）。

In my opinion, the common traits of CRINK are quite striking: first, they are all ideologically anti-American and anti-Western. Second, they each maintain a “one-party dictatorship” political system internally. Additionally, they all pursue expansionist policies externally and either openly or covertly support Russia’s invasion of Ukraine. For instance, Iran has supplied a significant number of drones, while North Korea has provided ammunition and even sent troops to the conflict. Although the Chinese Communist Party claims it has not supplied weapons, it has consistently delivered dual-use military and civilian equipment to Russia. Lastly, they are all supporters of international terrorism, with close connections to recognized international terrorist organizations. These four commonalities are what unite them and foster mutual support. The recent emergence of the CRINK alliance was undoubtedly triggered by Russia’s invasion of Ukraine, as the CCP, Iran, and North Korea have all backed Russia’s aggressive actions behind the scenes. NATO even labeled China as a “decisive enabler” of Russia’s invasion of Ukraine in its statement marking the 75th anniversary.

在 CRINK 這個組合中，我認為 中共的危害性是最大的。她不僅有意圖，更有能力去挑戰現有的國際秩序，甚至可以說，她正是這個「新邪惡軸心」的 中堅力量。為何我會這樣判斷？以下這幾點，是我在梳理各種資訊後，認為必須特別強調的：

In the context of CRINK, I believe that the Chinese Communist Party poses the greatest threat. It not only has the intention but also the capability to challenge the current international order, and it can even be said to be the backbone of this “new axis of evil.” Why do I hold this view? The following points, which I believe deserve special emphasis, are based on my analysis of various information:

1. 她有很深層次的意識形態基礎。馬列主義是中共的「國教」。馬克思主義的核心是「階級鬥爭、暴力革命」以及「解放全人類」。列寧主義則是如何將「無產階級專政」、「消滅剝削階級」的暴力革命具體化。這種意識形態，讓她相信可以而且能夠通過暴力來稱霸世界。
   She possesses a profound ideological foundation. Marxism-Leninism serves as the “state religion” of the CCP. The essence of Marxism revolves around “class struggle, violent revolution,” and “the liberation of all humanity.” Leninism focuses on how to actualize the violent revolution of “proletarian dictatorship” and “the eradication of the exploiting class.” This ideology leads her to believe that it is both possible and achievable to dominate the world through violence.
2. 她很早就已經有「輸出革命」、「稱霸世界」的野心。早在奪取全國政權後不久，這個野心就已存在。為此，美國自然成了她最大的敵人，從 1950 年代起就不斷宣傳美國是最大的敵人。
3. 她有很乖巧的宣傳手段。中共得以在短時間內奪取政權，其成功的宣傳手段功不可沒。毛澤東曾說「筆桿子」與「槍桿子」同樣重要。在我看來，她的宣傳工作，從理論到實踐，堪稱現代網絡年代「認知戰」的開山祖。其特點是 搶佔「道德高地」 ，將自己打扮成道德捍衛者，把對手描繪成道德敗壞者。明明支持俄羅斯侵略，卻提出自己支持聯合國憲章精神；明明各方面支持俄羅斯，卻「勸說」美歐「不拱火」。
   She employs very clever propaganda techniques. The Chinese Communist Party managed to seize power in a short time, and its effective propaganda strategies were instrumental in this success. Mao Zedong once stated that the “pen” is just as important as the “gun.” In my opinion, her propaganda efforts, from theory to practice, can be seen as the foundation of “cognitive warfare” in the modern internet era. A key feature is the ability to claim the “moral high ground,” presenting itself as a defender of morality while portraying its opponents as morally corrupt. While openly supporting Russia’s aggression, it asserts its commitment to the spirit of the United Nations Charter; despite its various forms of support for Russia, it still “advises” the US and Europe not to “stir up trouble.”
4. 她有很綿密的組織手段。中共的組織結構是我見過人類歷史上最嚴密的之一。從最基本的三人「黨小組」開始，通過組織、宣傳、統戰三方面的工作，就能迅速繁殖擴散，讓她的細胞深入敵人肌體內部。
   She employs extremely meticulous organizational methods. The CCP’s structure is among the most tightly-knit I’ve ever seen in human history. Starting from the basic three-person “party cell,” through organizational, propaganda, and united front work, it can rapidly reproduce and spread, enabling its cells to deeply infiltrate the enemy’s ranks.
5. 她有很獨特的「統一戰線」戰略。這是她「無堅不摧」的法寶之一。它能充分利用人性的缺點和優點來攻陷敵人。不論你是貪圖名利，還是心懷家國大志，她都有相應策略讓你為她所用。毛澤東將其視為奪取政權的「三大法寶」之一。
   She has a distinctly unique “united front” strategy, which is one of her “invincible” assets. It effectively leverages both the weaknesses and strengths of human nature to defeat adversaries. Whether you are driven by a desire for fame and fortune or possess grand ambitions for your country, she has tailored strategies to enlist you in her service. Mao Zedong considered it one of the “three magic weapons” for seizing power.
6. 她最擅長「以民主反民主」、「以自由反自由」。她能將美國及西方制度的優點轉化為自己的利用工具。例如，利用西方崇尚言論自由，在這些國家建立自己的宣傳機器，輸出意識形態。同時卻限制西方傳媒進入大陸。這種不對等做法形成了 「不對稱劣勢」（ asymmetrical disadvantages ）。她巧妙地利用民主、自由、法治、人權、多元、開放等制度優勢，進行高效滲透。
   She excels at “using democracy against democracy” and “using freedom against freedom.” She is able to turn the strengths of the American and Western systems into tools for her own benefit. For instance, she takes advantage of the Western value placed on freedom of speech to set up her own propaganda machinery in these countries, exporting her ideology. Meanwhile, she restricts Western media from entering the mainland. This unequal approach results in “asymmetrical disadvantages.” She adeptly exploits the benefits of democracy, freedom, rule of law, human rights, diversity, and openness to carry out effective infiltration.
7. 歷史上她有恐怖主義的基因。從建黨之初，她的政策就常與「恐怖主義」掛鉤。早期鼓吹「紅色恐怖」，奪取財富壯大自己5。1949 年前「革命根據地」的歷史文獻中不難找到「紅色恐怖」的字樣。五十年代的「鎮反運動」，規定按人口比例殺人。六十年代的「文化大革命」，高舉「紅色恐怖萬歲」標語，鼓勵人性的殘酷面。這種基因讓她敢於推行 漠視生命的、毫無道德底線的政策。
   Historically, it has a genetic predisposition towards terrorism. From its inception, its policies have frequently been linked to “terrorism.” In its early years, it promoted the concept of “Red Terror,” seizing wealth to empower itself. Historical documents from the “revolutionary base areas” before 1949 often reference “Red Terror.” The “Anti-Rightist Movement” in the 1950s mandated executions based on population ratios. During the “Cultural Revolution” in the 1960s, it embraced slogans like “Long live Red Terror,” which encouraged the more brutal aspects of human nature. This inherent characteristic enables it to pursue policies that disregard life and lack any moral standards.
8. 現實中她擁有龐大經濟和科技實力。由於西方對其本質認識不清，實行綏靖政策，讓她迅速發展成為世界第二大經濟體。儘管不足以全面挑戰美國，但足以在全球核心熱點地區為美國 製造麻煩 ，從而削弱美國實力。
   In reality, it has significant economic and technological capabilities. Due to the West’s unclear understanding of its nature and the implementation of appeasement policies, it has quickly developed into the world’s second-largest economy. While it may not be able to fully challenge the United States, it is certainly capable of causing trouble for the U.S. in critical global hotspots, thereby undermining American power.
9. 在中國內部，多年的洗腦教育為她預備了龐大的群體。七十五年來的統治下，洗腦教育培養了大量的 盲目愛國主義和狹隘民族主義者。這個群體動輒指責他人「辱華」、「賣國」，干擾海外異議人士；對外國人則指控「陰謀顛覆中國」，迫使西方學者遷就中共觀點。這個群體可以被中共一聲令下，發動文宣及網絡攻擊。
   Inside China, years of indoctrination have created a large population. Under 75 years of rule, this brainwashing has cultivated a significant number of blind patriots and narrow nationalists. This group frequently accuses others of “insulting China” or “betraying the country,” disrupting overseas dissidents; they also accuse foreigners of “conspiring to undermine China,” compelling Western scholars to align with the CCP’s perspectives. The CCP can mobilize this group at any time to initiate propaganda campaigns and cyberattacks.
10. 在世界各地，為數眾多的華人社區，很多淪為她的「第五縱隊」。中共通過對海外華人的「統戰」，深度影響著近6000萬海外華人。輕則「避談政治」，重則幫忙宣傳中共敘事，甚至協助干擾所在國政治，做統戰勾當。不少人被發展成「第五縱隊」，嚴重影響所在國國家安全。中共稱海外華人是她的「獨特的政治資源」，像一張取之不盡的「空白支票」，在大選時尤其能發揮作用。
    Across the globe, many Chinese communities have become part of her “fifth column.” The Chinese Communist Party (CCP) exerts a profound influence on nearly 60 million overseas Chinese through its “united front” strategy. This can range from simply “avoiding political discussions” to actively promoting the CCP’s narrative and even interfering in the politics of their host countries through united front activities. Many individuals have been turned into a “fifth column,” significantly affecting the national security of their host nations. The CCP describes overseas Chinese as a “unique political resource,” like an endless “blank check,” especially useful during elections.

2022 年 5 月 26 日，美國國務卿布林肯（ Antony Blinken ）在喬治．華盛頓大學演說時曾指出：「中國是唯一不僅具有重塑國際秩序的意圖——其日益增強的經濟、外交、軍事和技術力量，又使之具備這樣做的能力的國家。」他認為，北京的願景將使我們遠離過去 75 年來保障世界持續進步的普世價值觀。

On May 26, 2022, U.S. Secretary of State Antony Blinken stated during a speech at George Washington University: “China is the only country that not only intends to reshape the international order but also possesses the economic, diplomatic, military, and technological power to do so.” He believes that Beijing’s vision will divert us from the universal values that have upheld global progress for the past 75 years.

對我而言，上述這十點，正好解釋了為什麼中共既有那個意願，也有那個能力，去取代美國、挑戰世界秩序，並成為 CRINK 這個組合中最令人警惕的核心力量。作為記錄者和觀察者，我認為認識到這一點，是理解當前複雜國際局勢的關鍵。

For me, the ten points outlined above clearly explain why the Chinese Communist Party possesses both the desire and the capability to supplant the United States, challenge the global order, and emerge as the most concerning core power within the coalition referred to as CRINK. As a chronicler and observer, I believe that acknowledging this is crucial for understanding the current intricate international landscape.
