反對中國超級大使館 | 中國超級大使館的威脅與我們的行動

最近,「中國超級大使館」這個詞,在倫敦引起了極大的關注,這遠不止是個簡單的城市規劃項目。英國媒體最近揭露,這個預計將成為中國在歐洲最大規模的大使館,內部竟然設有可容納多達 200 名情報人員的宿舍設施。這聽起來就像什麼?簡直就是一個活生生的、設在倫敦市中心地帶的「間諜校園」!更令人擔憂的是,這座大使館選址極為敏感,它位於倫敦金融城和金絲雀碼頭之間,還緊鄰倫敦證券交易所。英倫銀行早就提出了警告,說在這個敏感的金融中心地帶批准興建大使館,會構成明顯的安全風險。而且,大使館裡還有個名為「文化交流」的區域,竟然獲英國當局特別豁免,毋須接受檢查。我認為,美國安全人員說得沒錯,「文化交流」通常就是情報部門安插情報人員的委婉說法。試想一下,如果真的是純粹的文化空間,為何規劃文件中會註明禁止受查呢?

Recently, the term “China MEGA Embassy” has attracted widespread attention in London, and this is far more than a simple urban planning project. British media recently revealed that this embassy, expected to be China’s largest in Europe, is planned to include dormitory facilities capable of accommodating up to 200 intelligence personnel. What does that sound like? It’s practically a living, breathing “spy campus” located right in the heart of London! Even more concerning is the highly sensitive location of this embassy; it sits between the City of London and Canary Wharf, and is adjacent to the London Stock Exchange. The Bank of England had already warned that approving the construction of an embassy in this sensitive financial hub would pose a clear security risk. Furthermore, there’s a so-called “cultural exchange” area within the embassy that has been specifically exempted from inspection by UK authorities. In my opinion, American security personnel are right to say that “cultural exchange” is typically a euphemism used by intelligence departments to embed operatives. Just imagine, if it were truly a purely cultural space, why would planning documents specify that it’s exempt from inspection?

這座「堡壘式」大使館不僅將設有秘密通訊設施、加固圍牆和增設監控技術,據說連地基下層都鋪設著英國重要的電纜。華府智庫「戰略與國際研究中心」的報告也指出,一旦落成,這將嚴重削弱英國國家安全,甚至可能影響美國與「五眼聯盟」的情報共享。報告特別提到,該地點非常接近敏感的通訊網絡和光纖電纜,例如 Lumen 數據中心、英國電信(BT)電話機樓等。保守黨前黨魁施志安也曾表示,興建如此大規模的使館,意味著更多的間諜和更嚴重的跨境鎮壓。對於我這樣關注香港事務的人來說,這絕非危言聳聽。我們已經看到,在皇家鑄幣廠舊址毗鄰居住的本地居民也開始明白香港人的恐懼,對中共的可怕有了更深刻的體會。他們甚至擔心,一旦中國政府獲得外交地位,可能會收回住戶的物業,導致他們流離失所。

This “fortress-like” embassy will not only feature secret communication facilities, reinforced walls, and enhanced surveillance technology, but it’s also said that important UK cables run beneath its foundation. A report from the Washington D.C. think tank, the Center for Strategic and International Studies (CSIS), also points out that once completed, this would severely undermine UK national security and could even affect intelligence sharing with the US and the “Five Eyes” alliance. The report specifically mentions that the site is very close to sensitive communication networks and fiber optic cables, such as the Lumen data center, BT telephone exchange, and others. Former Conservative Party leader Iain Duncan Smith also stated that building an embassy of such a massive scale means more spies and more severe transnational repression. For someone like me, who follows Hong Kong affairs, this is not an exaggeration. We’ve already seen that Mark Nygate, a local resident living next to the Royal Mint Court old site, has begun to understand the fears of Hongkongers and gained a deeper appreciation for the horrors of the CCP. They are even worried that once the Chinese government gains diplomatic status, it might reclaim residents’ properties, leading to their displacement.

面對這樣的潛在威脅,我們絕不能坐視不理!首先,我呼籲大家 支持皇家鑄幣廠居民協會(RMCRA)發起的「阻止超級大使館」Gofundme 眾籌計劃。他們希望能籌集 10 萬鎊,聘請法律團隊申請司法覆核,挑戰這項決議。這不僅是為了保護他們的社區,也是為了捍衛英國的民主和抵抗外國影響。我認為,他們提出的四大理據——預設立場、安全隱患、程序不公和合理期望落空——都非常有力。

Facing such potential threats, we absolutely cannot stand idly by! First, I urge everyone to support the “Stop the Mega Embassy” Gofundme crowdfunding campaign launched by the Royal Mint Court Residents Association (RMCRA). They aim to raise £100,000 to hire a legal team to apply for a judicial review, challenging this decision. This is not just about protecting their community, but also about defending UK democracy and resisting foreign influence. I believe their four main arguments—pre-determined stance, safety hazards, procedural unfairness, and dashed reasonable expectations—are very strong.

其次,英國地方發展、房屋及社區部國務大臣彭立勤已表示,政府同意在 2025 年 9 月 9 日或之前作最終決定前,再次收集公眾意見。這是一個重要的機會,我請大家 盡快通過電郵將反對意見提交給「規劃個案處理組」(Planning Casework Unit),電郵地址是 PCU@communities.gov.uk。請記得,提交意見時必須符合當局列出的重要考慮因素,包括私隱、監控、噪音、交通安全等問題,以及對歷史建築或保育區的影響。

Second, Matthew Pennycook, Minister of State for Housing, Communities and Local Government, has stated that the government agrees to collect public opinions again before making a final decision by 9 September 2025. This is an important opportunity, and I ask everyone to submit their objections as soon as possible via email to the Planning Casework Unit (PCU), at PCU@communities.gov.uk. Please remember that submissions must adhere to the key considerations outlined by the authorities, including issues such as privacy, surveillance, noise, traffic safety, and the impact on historic buildings or conservation areas.

Furthermore, we also need to sign and support the petition initiated by the Hong Kong Democracy Council (HKDC). This petition calls on the UK government to classify organizations controlled by the Chinese and Hong Kong governments under the “Enhanced Tier” within the Foreign Influence Registration Scheme (FIRS), which is set to be implemented in July 2025. This action is crucial to ensure that the UK has sufficient vigilance and transparency regarding the CCP’s infiltration and transnational repression. 就在不久前的 2025 年 6 月 14 日,我參與了在倫敦皇家鑄幣廠舊址舉行的第四次反對中國超級大使館集會,現場有數百人參加,宣示反對興建中國超級大使館的訴求。

Just recently, on 14 June 2025, I took part in the fourth protest against the Chinese MEGA Embassy at the Royal Mint in London. Hundreds of people attended the protest, voicing strong opposition to the construction of the Chinese MEGA Embassy.

而在 2025 年 7 月 1 日,我們也去了內閣府外舉行街站,派發反對中國建立超級大使館的文宣,向公眾陳情我們的反對理據。這些活動都向英國社會傳達了我們明確的訊息,讓更多本地人意識到中共的問題。我希望大家能繼續身體力行,無論是參與眾籌、提交意見,還是簽署聯署,我們的每一份努力都至關重要,因為「多一個人就係多一個人」

And on 1 July 2025, we also set up a street stall outside the Cabinet Office, distributing promotional materials against China’s Mega Embassy Plan to explain our reasons for objection to the public. All these activities conveyed our clear message to British society, making more locals aware of the CCP’s issues. I hope everyone will continue to take action, whether by participating in crowdfunding, submitting opinions, or signing petitions, every effort we make is crucial, because “one more person is one more person”!
